The SIOP model was developed in the 1990s by three educators: Jana Echevarria, MaryEllen Vogt, and Deborah J. Short. They recognized the challenges that ELLs faced in content classrooms where language demands often exceeded their language proficiency levels. The goal was to create a structured framework that would help teachers make content understandable to ELLs while promoting language development. To sum up the SIOP model aims to provide effective language instruction while making content accessible and comprehensible to ELLs.
